In July, U.S. nonfarm payroll employment declined by [23,000 jobs while the unemployment rate remained relatively stable at 4.1%](https://www.bls.gov/news.release/archives/empsit_08072026.htm). The headline for small business owners is that hiring demand is cooling, which could ease some recruiting pressure but also signals a more cautious economic environment.   ## Live Oak Bank’s Take  July's report suggests the labor market is shifting from steady growth to selective growth. While job growth was uneven across the country, the slowdown was largely driven by a handful of sectors, including local government education and retail trade. At the same time, healthcare continued to add jobs, reinforcing a trend we've seen consistently over the past year. For small business owners, this is an important distinction. A softer labor market does not necessarily mean weaker demand in every industry. Businesses in healthcare-related fields, including many of the sectors Live Oak Bank serves such as dental, veterinary, medical and senior care, are likely to continue facing competition for qualified talent. Meanwhile, businesses in consumer-facing industries may see demand normalize as consumers take a more measured approach to spending. The silver lining is that recruiting conditions may gradually become more favorable. After several years of intense competition for workers, employers in many industries may begin seeing larger applicant pools and less wage pressure. Identify Growth Opportunities Competitors May Delay** As some businesses take a more cautious approach, opportunities may emerge to gain market share, expand services, or invest strategically where competitors are pulling back. **2. Revisit Your Employee Value Proposition** As job growth cools, employees may become less focused on changing jobs solely for higher pay and more interested in workplace flexibility, career development and stability. Now is a good time to evaluate the non-monetary benefits that help your business attract and retain top talent. **3. Strengthen Relationships with Existing Customers** In a more selective spending environment, customer retention becomes even more valuable.
